Background

The Government of Albania’s (GoA) ambitious transformation of the way public administration delivers services to its citizens by placing them in the center, launched in 2014, with ADISA (Agency for the Delivery of Integrated Services in Albania) as its institutional champion, entails a path-breaking reform that reinvents the way public administration delivers services to its citizens. The on-going reform involves a fundamental shift from operating in a narrow or isolated departmental view within the government, to a more holistic citizen-centric approach, and is now in its consolidation phase.

With support by development partners in the design and implementation of the priority public services reform recognized as an essential component for its success, the project “Consolidation of Citizen Centric Public Service Delivery in Albania” (CSDA) builds on the results by its predecessor, the ISDA Support Project (Support for innovation against corruption: Building a citizen centric service delivery model in Albania).

The CSDA Project responds to GoA further assistance requests to assist in strengthening access to public services and the quality and efficiency in their delivery in Albania sustainably through citizen-centric innovation and utilization of information technology. It continues to support the progress of the public service delivery reform in Albania, with special reference to: i) expansion of impact in the territory, ii) monitoring of customer care standards’ implementation by public institutions, iii) institutional consolidation, and iv) service delivery innovation and digital agenda promotion.

The key result areas (KRA) in which the CSDA Project is engaged include:

Policy and oversight,
ADISA sustainability support,
Public service standards, and
Innovation and digitalization.
Relying on a human right-based approach, the project aims to make a significant contribution to the gender equality agenda. It asserts the concept of the right to quality public services for all citizens, while ensuring special attention to women and vulnerable groups including the elderly, persons with disabilities, ethnic minorities – with specific reference to Roma and Egyptian, the economically disadvantaged, and the rural population in particular in remote locations.

Through its activities, CSDA is positioned to support the country’s EU integration and regional cooperation agendas, help further compliance with SDG goals and promote South-to-South cooperation, while ensuring synergy and complementarity with the activities of concurrent reform programs that impact service delivery activities, as well as partner assistance projects.

CSDA is a donor pool fund project with Government of Austria through the Austrian Development Agency (ADA), the operational unit of Austrian Development Cooperation, as key contributor besides UNDP. The project is implemented by the Government of Albania in partnership with UNDP, following UNDP’s national implementation modality. UNDP provides project and financial management support in accordance with UNDP’s regulations and rules for project management.

Under CSDA Project’s KRA 2, communications and outreach are included among key areas of support envisaged for ADISA, and target the entire universe of project beneficiaries,

While strengthening ADISA’s outreach capacity sustainably in the process, this assistance, besides the core contribution to awareness raising through integrated campaigns or targeted public events about improvements in service delivery that citizens and businesses can take advantage of, helps foster new/higher expectations in public service delivery that create the added positive pressures to solidify and sustain changes. It thus, in turn, supports ADISA’s efforts in championing the public services reform objectives.

Duties and Responsibilities

Objective of the Assignment:

The overall aim of the assignment is to assist ADISA in strengthening its public outreach especially through social media through the preparation, management and publication of high quality and effective content and communication products.

Description of Responsibilities:

The Expert is expected to accomplish the following tasks:

Ideate social concepts, content, and digital campaigns;
Produce creative assets, including graphics, illustrations, videos, GIFs, and digital ads for delivery across a variety of mediums and formats, including all major social platforms;
Work with ADISA staff to identify and develop content that is engaging and relevant to each social platform
Write social-first copy tailored to different campaigns and target audiences;
Research and develop ADISA audiences, with special reference to specific targets groups within them, such as women and vulnerable groups, and identify platforms to best reach them;
Follow through with storyboarding, development, and post-production of design or video concepts from inception through completion;
Assist in establishing internal creative and production processes at ADISA, and relevant templates;
Help set up and utilize ADISA’s internal capacity to provide continuous input (text, photos, videos) for social media outreach;
Provide timely reports on performance metrics for ongoing social campaigns.
Deliverables:

Creative assets, including graphics, illustrations, videos, GIFs, and digital ads for delivery across a variety of mediums and formats, including all major social platforms, in original/open formats;
Report on ADISA audiences, with special reference to specific target groups within them, such as women and vulnerable groups, and recommendations on the platforms to best reach them;
Final assignment report with results achieved, lessons learned and recommendations for the future, in English.
Reporting:

The Expert is expected to deliver succinct monthly progress reports to the CSDA Project Manager at UNDP and ADISA on activities conducted and planned indicating achievements versus agreed targets, as well as challenges and their mitigation. Relevant documentation is expected, as appropriate.

Required Skills and Experience

Education

University degree in communication, design, liberal arts, or related fields;
Training in usage of design tools is desirable.
Work experience

At least three (3) years of relevant experience working in social media, with responsibility in content preparation, management and publication;
Proven strong and variegated portfolio of content created (showcasing of such portfolio is expected as part of the application);
Excellent skills in Adobe Creative Cloud products including InDesign, Photoshop, Illustrator and Spark; technical skills on more products are a definite plus;
Professional experience in similar assignments with public and/or private entities, including in building internal staff capacity;
Knowledge and understanding about customer-care public service delivery and functioning of the public administration is a plus.
Language requirement:

Fluency in spoken and written Albanian and English languages.
Evaluation Procedure:

UNDP applies a fair and transparent selection process that would consider both the technical qualification of Individual Consultants as well as their financial proposals. The contract will be awarded to the candidate whose offer:

Is deemed technically responsive / compliant / acceptable (only technically responsive applications / candidates will be considered for the financial evaluation)
And has obtained the highest combined technical and financial scores.
Technical Criteria – 70% of total evaluation – max points: 70

Criteria A: Compliant educational background – max points: 15
Criteria B: Relevant professional experience – max points: 40
Criteria C: Relevant assignment experience and knowledge – max points: 15
Financial Criteria – 30% of total evaluation – max points: 30

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.
